The tower’s classic geometric forms, repeated in both interior and exterior detailing, are established by the octagonal penthouse and three-story lobby entrance. Bay windows offer a spectacular skyline view and articulate the building’s northeast facade. The exterior of the “flame cut” Sardinian Gray granite is highlighted by windows of dark gray, reflective dual-paned glass in black, aluminum frames. The tower rises from an elevated plaza of pink Spanish Rose granite. The densely landscaped plaza features an open-air amphitheater and reflecting pool flanked by a sculptural granite wall. The plaza is adjacent to a one-acre park.

The three-story Smith Street entrance opens into the 34-foot-high granite lobby. Two monumental granite staircases lead to the concourse level. Situated on eight city blocks, 14 acres, in downtown Houston, bounded by Calhoun, Brazos, Bell, and Milam streets the building features The Whitehall Hotel, with 325 rooms including 100 deluxe rooms and seven suites.

Direct auto access from metropolitan and suburban areas by urban thoroughfares and freeway system. Pedestrians can access Cullen Center buildings from the concourse level skywalks and the downtown tunnel system, via 1600 Smith. Ground-level downtown and suburban bus transportation are available at several locations.
